FORESCEE HOGAN-ROWLES

President & CEO

Appointed in February 1995, Ms. Hogan-Rowles is responsible for managing one of Los Angeles’ largest financial service providers specifically targeted to business owners and residents of low-income communities in Los Angeles County. R.I.S.E. offers a variety of services and products including Small Business Loans, First-time Homeownership programs, Individual Development Accounts (IDA’s), Financial Education and Technical Assistance Workshops, and BIZTECH–Business Innovation Technology Center.

Ms. Hogan-Rowles is the former Founder and Executive Director of Westview Economic Development Strategies. A Los Angeles based training, organizational development and consulting organization. The organization secured clients including Aspen Institute-Self Employment Learning Project Research Team, Los Angeles Women’s Foundation, California American Woman’s Economic Development Corporation, Department of Business, Economic Development and Tourism-Hawaii, Office of Hawaiian Affairs and The WEST Company.

Ms. Hogan-Rowles earned her Masters Degree in Business Administration at Pepperdine University, Malibu, CA, and completed her Bachelor of Business Administration Degree at Loyola Marymount University, Los Angeles. She also studied at the University of Paris, La Sorbonne, and earned an Associate in Arts Degree-Fashion Design at Brooks College.

She has earned several certifications including Economic Development Finance Professional, Certified Fundraising Executive (CFRE), a Certificate in Real Estate Finance from the Minority Real Estate Development Program at University of Southern California (USC), and from Harvard University-Kennedy School, Executive Certificate in Community Economic Development.

Director of Microenterprise & Emerging Ventures

Hassan del Campo is an experienced community and economic development nonprofit professional as well as digital marketer, social entrepreneur, and consultant. A Los Angeles native, del Campo has been an ambassador for the economic revitalization of South Central and its corridors through programs that target micro-entrepreneurs. He has also been a vocal supporter of a living wage and has advocated for the Raise the Wage campaign before City Hall and other local government stages.

Hassan first served as a Financial Planning Counselor with RISE. In this role he developed a master suite of financial education programming, including the organization’s first portable financial empowerment program Money is Sexy. Hassan then became the organization’s Senior Program Manager for Capital Partners, a peer-based entrepreneurship program inspired by Grameen Bank’s renowned micro-finance model. Currently, del Campo spearheads micro-enterprise initiatives including, but not limited to: a revolving loan fund, technical assistance and counseling for business owners, and credit building. While serving on RISE, Hassan co-founded and operated Manifesto Cafe, an award-nominated social enterprise coffeeshop in Southeast Los Angeles.

Hassan earned his Bachelor of Arts in Economics and Spanish at Loyola Marymount University. He has studied at the graduate level at American Jewish University as well as California State University at Northridge. Mr. del Campo holds several certifications including Certified Educator in Personal Finance and Email Marketing, among others. Hassan is 2021 Colorwave Cohort 3 Fellow and is currently completing a Professional Certification in Data Science at UCLA and Professional Certification in Data Science for Business Professionals at Harvard Business School. In October 2021, he begin pursuing a Professional Certificate in Google Analytics.

Hassan is a volunteer for LA Tech4Good, an All Tech is Human Responsible Tech Summer Cohort volunteer, and NTEN (Nonprofit Technology Enterprise Network) Data Empowerment cohort participant. He speaks Spanish, understands some Haitian Creole, and enjoys mango smoothies.
